Warri is a town in Delta state, Southern Nigeria with a population of 303,417 people, lies along the Warri River in western Niger River deita, 30 miles (48km) upstream from the port of Forcados on the Bight of Benin.
Over the years,Warri has grown to become the political and trading capital of the Itsekiri kingdom.
Aside from being a commercial/ market centre for local produce as well as having a seaport sited there, the town assumed National economic importance with the discovery of natural gas and petroleum in the area. A petroleum Training Institute opened there in 1972, and in 1978 Warri became the site of Nigeria’s second petroleum refinery. At nearby Aladja, an integrated steel plant, designed to make Warri one of the leading steel centers in the country, opened in 1981.

SEWERAGE SYSTEM
WIPB has a centralized sewerage collection and treatment for industrial and domestic waste.
Human waste from all the development will be discharged to the proposed sewerage treatment plant and treated in compliance with environmental requirements.
ROAD NETWORK
WIPB is designed to the offer the widest concrete road system in the country. The road network generally comprises three main categories of roads. The roads are to be sufficiently but not excessively sloped to facilitate gravity flow of the surface runoff across the road. Both sides of the roads within the park will be provided with pedestrian walkways and street lighting.
DRAINAGE
The drainage system within the park will be developed based on the design rainfall intensity of the area and these will cater for the surface runoff within the park by solely gravity flow.
There shall be two drainage hierarchies with the park and they are;
• Secondary drains (closed drains)to collect surface runoff from the overland flow.
• Primary drains (larger closed drains) to receive flow from the secondary drains.
